Our Mission

The Lincoln County Department of Emergency Management coordinates and integrates essential activities to mitigate, prepare for, respond to, and recover from natural disasters, acts of terrorism, and other human-caused emergencies. Our mission is to minimize loss of life and property and safeguard institutions through a comprehensive, risk-based program.

How We Work

Our Emergency Operations Plan (LC-EOP) is built with input from the public, stakeholders, and government. We regularly exercise plans with Fire Districts, EMS, the Sheriff’s Office, the Health and Highway Departments, school districts, the hospital, utilities, communications providers, local businesses, supply-chain partners, neighboring counties, and the State of Kansas. Interoperability begins locally—sustained by training, workshops, and community engagement.

Floodplain

Lincoln County Floodplain Management Office

We manage and regulate development in designated floodplain areas to reduce risk and protect property. A floodplain development permit is required for construction or the placement of structures in mapped floodplains.

Permitting Process Overview

  1. Determine need for a permit: Verify if your property is in a mapped floodplain.
  2. Submit application: Provide project details and location.
  3. Include survey: A professional survey showing structure location and elevation.
  4. Permit fee: $150 payable to Lincoln County Emergency Management.
  5. Review & approval: Compliance with floodplain rules is verified.
  6. Build to standards: Elevation, anchoring, utilities, and materials as required.
  7. Inspection: Post-construction compliance verification if required.
